A linear rainband formed over Chiba on the night of the 13th, triggering an Emergency Heavy Rain Warning. Sogo Chiba, Perier Chiba, and Unimo Chiharadai will all close temporarily on the 14th—though both outlet malls and Summer Sonic 2026 will proceed as scheduled.

This scene from the Soga area of Chiba City at 8 p.m. on the 13th shows rain already heavy enough to flood over the roadway—a photo that would later line up almost perfectly with the wave of mall closure announcements that followed the next day.

According to the Japan Meteorological Agency, a linear rainband developed over northwestern and southern Chiba Prefecture at 5:58 p.m. on the 13th, prompting the agency to issue its highest-level Emergency Heavy Rain Warning and Emergency Landslide Warning—equivalent to Alert Level 5. Although the alert level was lowered to Level 4 on the morning of the 14th, the agency continued urging residents to stay on guard against landslides, flooding in low-lying areas, and swollen rivers, with the danger window extending through midday on the 14th.

The hardest hit was Unimo Chiharadai, where the ground floor was submerged, forcing the entire complex to close for the day on the 14th. Perier Chiba (including its in-station shops) is suspending operations for a day to inspect facilities, while Sogo Chiba cited the severe weather and transportation disruptions as its reason. Each of the three venues gave a different explanation for shutting down—a telling contrast in how a department store, a station-area mall, and a suburban shopping center each responded to the same downpour.

By contrast, Shisui Premium Outlets and Mitsui Outlet Park Kisarazu are operating as usual, and Summer Sonic 2026, running in Chiba from the 14th to the 16th, is also proceeding as planned—unaffected by the emergency warning.

The real severity of this linear rainband comes through in one detail: a flooded ground floor. Unlike transportation trouble or routine facility checks, it's the only concrete damage spelled out in any of the closure notices. As of this report, none of the affected venues have announced their operating plans beyond the 14th.
